The National Green Tribunal (NGT), Principal Bench, New Delhi, on Monday sought a factual report from the Delhi Pollution Control Committee (DPCC) regarding the alleged illegal installation of swings and improper booking of a district park in Sector 20, Rohini, Delhi.

The direction was issued while hearing an application before the bench, comprising Justice Arun Kumar Tyagi (Judicial member) and Dr A Senthil Vel (expert member).

The case stemmed from a complaint filed on the Public Grievances portal by Naveen Kumar on September 15 2025, alleging that a district park near the police post in Rohini Sector 20 was repeatedly booked for events and swings were installed in the park without permission.

According to the complaint, such installations and bookings allegedly violated rules and the Supreme Court directions that parks should not be booked for more than 10 days in a month for events.

The complainant also alleged irregularities in the park booking process and claimed that the park is the only open space available for children in the area, whose use of the park has been affected.

The Tribunal noted that the applicant did not appear before the hearing and did not submit additional material. However, it observed that the allegations prima facie raised substantial environmental issues relating to the implementation of environmental laws under the National Green Tribunal Act, 2010.

Accordingly, the Tribunal directed the Member Secretary, Delhi Pollution Control Committee (DPCC) to Visit the park in question, verify the factual situation on the ground and take appropriate action in accordance with law.

The DPCC has been directed to submit an action taken report within two weeks.

The Tribunal further stated that if the report was not submitted within the stipulated time, the Member Secretary of DPCC would have to appear before the Tribunal through video-conferencing to explain the delay.
