The Bathinda MP, who met NCW Chairperson Vijaya Kishore Rahatkar this evening, said an FIR should be registered against the chief minister's wife and her associates by taking cognisance under Section 10 of the National Commission for Women Act, 1990.

She also urged the Commission to recommend to the union home ministry to institute a CBI probe into the subversion of two rape investigations at Amritsar and Mohali at the instance of the family of the chief minister. Mrs Harsimrat Badal also brought it to the attention of the Commission that the Punjab Police, instead of taking the two rape cases filed by two women in Amritsar and Mohali to their logical conclusion, had subverted the same.

She said the role of the police officers in filing cancellation reports unilaterally in the cases and getting the accused media influencer - Guri Chahal released from jail within two months of his arrest should be entrusted to the CBI.Mrs Badal also urged Ms Rahatkar to constitute an Inquiry Committee of the Commission to visit Punjab to record the statements of both complainant women and their families in a safe and confidential setting. She said once this was done the Director General of Police, the Commissioner of Police, Amritsar, the Senior Superintendent of Police, SAS Nagar, and the Special Director General of Police to whom the Amritsar investigation was entrusted by the High Court should be summoned under Section 10(4) along with the entire record relating to the custody and jail transfers of the accused.

She also called for the preservation and forensic examination of all electronic evidence including audio recordings, photographs, the CCTV footage and call record details of the concerned persons. She also urged that the witnesses be placed under the witness protection scheme and a look out circular (LOC) be issued against the accused to ensure his return to face trial.

Speaking to the media after handing over the representation to the NCW Chairperson, Mrs Badal said "as a daughter of Punjab I could not remain silent when the safety of our daughters was being bartered from the household of the chief minister". She also made it clear that she had approached the Commission after finding that the door to seek justice in the case had been shut by the very office which was meant to protect the honour of the victims.

She also detailed how she had submitted documents which revealed the modus operandi which Amardeep Grewal, the brother in law of the chief minister's wife, had followed to save the rape accused. "Amardeep Grewal clearly told the intermediary - Simranjit Hundal that the work would be done once he paid his 'respects'and offered a 'token of reverence'(bribe).

She also disclosed how Grewal offered the intermediary direct access to the CM's wife on May 20 and even sent a picture of him negotiating the deal with the latter at a restaurant in Chandigarh to establish his credentials. "Subsequent CCTV footage of the same time and date from the restaurant has corroborated this meeting".

Mrs Badal asserted that Grewal had also boasted that once the bribe money was received calls would go out to specific officers whom he also named following which the accused would be transferred to a jail of his choosing and even referred to a hospital where he would be supplied drugs required by him besides being cleared of all charges.

This script was also followed to the last indicating that a deal was struck with the chief minister's wife to cancel the two rape cases against Guri Chahal. This is why the accused was let out of jail within two months and has subsequently fled the country", she added.
