He prioritised essential services-water supply, drainage, roads and sanitation-under the principle that a city functions only when its basics work. Known for his accessibility, he would personally inspect areas and resolve complaints on the spot. His crackdown on corruption in the octroi department significantly boosted revenues. During crises like the 1992 riots and subsequent sanitation breakdown, as well as the plague scare, Ghosh led swift recovery efforts, restoring normalcy. He is also remembered for heritage conservation in the walled city. He was the one who brought the concept of conservation of pols and historical structures of the city. The initial concept and work done by later municipal commissioners got Ahmedabad the tag of the first world heritage city by UNESCO. Ghosh was appointed chairman of Heritage Conservation Committee (HCC) of the AMC in 2010, managing heritage regulations in the UNESCO World Heritage City.
