Taking serious note of a petition alleging brutal custodial torture and illegal detention by the Gandhinagar cyber cell, Justice MR Mengdey of the Gujarat High Court issued notices on April 27 to well-known singer Kirtidan Gadhvi and several high-ranking police officials including SP Rajdipsinh Zala.

Petitioner Jayesh Parmar, a 34-year-old event organiser, filed a Special Criminal Application through advocate Kishan Chakvawala alleging that he was forcibly detained from his residence on February 20 by individuals in plain clothes claiming to be government officers. He was reportedly taken to the Gandhinagar Cyber Cell, where he was held without a warrant or official arrest memo for approximately 14 hours. He claims he was stripped, assaulted and coerced into signing blank documents under threat of permanent incarceration.

According to the petition, the police action stems from a civil and commercial dispute regarding a garba event agreement from August 2025. Parmar contended that cyber cell officers-including PI PM Chaudhary, PSI Parmar and SP Rajdipsinh Zala-acted as recovery agents for renowned Gujarati singer Kirtidan Gadhvi. The petitioner alleges that Gadhvi used his influence to settle a monetary dispute that should have been handled through arbitration.

The petition further asserts that the Gandhinagar Cyber Cell lacked both territorial and subject matter jurisdiction, as there were no allegations of cyber fraud and the events in question did not occur in Gandhinagar. Furthermore, it is alleged that the police received over 8,000 tickets for the garba event at Gadhvi's request.

Parmar required medical treatment for severe hypertension and physical trauma. The HC has directed relevant police authorities to preserve all CCTV footage from the police station for the dates of the alleged incident to prevent the destruction of evidence.
