Authorities addressed the directive to the Chief Secretaries and Administrators, stressing immediate preventive and mitigation strategies.
Officials called for a coordinated, multi-sectoral response to shield workers, especially those in outdoor and labour-intensive roles.
The ministry instructed states to mandate employers, industries, and construction firms to enforce protective measures without delay.
The advisory emphasised rescheduling working hours to avoid peak heat exposure. It directed employers to provide adequate drinking water, shaded rest zones, and effective cooling arrangements at workplaces.
Authorities also recommended supplying emergency ice packs and heat illness prevention materials.
They urged coordination with health departments to ensure routine medical check-ups for workers.
The government advised factory and mining operators to introduce flexibility in operations.
Managers should reduce work intensity during extreme temperatures and deploy two-person teams where continuous labour remains necessary. They must also ensure proper ventilation and cooling systems.
Officials highlighted vulnerable groups, including construction labourers, brick kiln workers, daily wage earners, and casual staff. States must prioritise their protection.
The advisory encouraged awareness drives at labour hubs and public spaces. Authorities should display posters and banners with safety guidance and emergency contacts.
The Directorate General of Training and the National Board for Workers' Education will conduct training and awareness programmes on heatwave management.
The ministry instructed all organisations to submit fortnightly progress reports. Authorities will review these updates to monitor compliance and strengthen response strategies.
