India-Netherlands Strategic Upgrade

Narendra Modi concluded his Netherlands visit after India and the Netherlands elevated bilateral ties to a full-fledged Strategic Partnership and announced 17 major agreements spanning semiconductors, green hydrogen, defence cooperation, mobility, critical minerals, and emerging technologies.

The agreements include a strategic partnership roadmap for 2026-2030 and several sector-specific collaborations aimed at strengthening technology, trade, energy, innovation, and security cooperation between the two countries.

One of the key outcomes was an MoU between Tata Electronics and ASML to support semiconductor fabrication initiatives in India, including the Dholera semiconductor ecosystem.

India and the Netherlands also launched a roadmap for green hydrogen cooperation, renewable energy collaboration, and clean energy transition projects involving NITI Aayog and Dutch institutions.

The two countries agreed to deepen cooperation in defence manufacturing, maritime security, artificial intelligence, quantum technologies, space, and critical minerals while exploring stronger industrial and research partnerships. The agreed upon 17 points include:

  5. Letter of Intent between Ministry of Jal Shakti of the Republic of India and Ministry of Infrastructure and Water Management, the Netherlands for Technical Cooperation with regards to the Kalpasar Project, Gujarat
  6. India-Netherlands Roadmap on the Development of Green Hydrogen Cooperation
  7. Establishment of a Joint Working Group under the renewed Memorandum of Understanding MoU on Co-operation in the Field of Renewable Energy
  8. Joint Statement of Intent between NITI Aayog and the Netherlands for Collaboration on Projects for Energy Sector and Energy Transition
  9. Establishment of Indo-Dutch Center of Excellence for Flowers in West Tripura
  10. Establishment of Indo-Dutch Center of Excellence on Training in Dairy at the Center of Excellence for Animal Husbandry (CEAH), Bengaluru
  11. Joint Declaration between Ministry of Fisheries, Animal Husbandry and Dairying, Government of India and the Ministry of Agriculture, Fisheries, Food Security and Nature of the Netherlands on Collaboration in Animal Husbandry and Dairying
  12. Letter Of Intent between Indian Council of Medical Research (ICMR), Department of Health Research, Ministry of Health & Family Welfare, Government of India
  13. and National Institute for Public Health and the Environment (RIVM) on Cooperation/Collaboration in Health
  14. Agreement between the Government of the Republic of India and the Government of the Kingdom of the Netherlands on Mutual Administrative Assistance in Customs Matters
  15. Memorandum of Understanding between the Government of the Republic of India and the Government of the Netherlands on cooperation in the field of Higher Education
  16. Memorandum of Understanding on Academic Cooperation between Nalanda University, India and the University of Groningen, the Netherlands
  17. Memorandum of Understanding between Leiden University Libraries and Archaeological Survey of India

Officials said the Netherlands, with its advanced logistics and technology ecosystem, could become a strategic gateway for Indian businesses entering Europe, while India offers scale, talent, manufacturing capability, and market access for Dutch companies.

Analysts believe the visit marks a significant strategic reset in India-Europe relations as New Delhi strengthens partnerships focused on technology resilience, clean energy, supply chains, and geopolitical cooperation amid changing global economic conditions.
