Srinagar, Apr 7: Minister for Health and Medical Education, Social Welfare and Education, Sakeena Itoo today said the Government is working on a crop insurance policy to safeguard farmers, while assuring all possible assistance to those affected by the recent hailstorm in south Kashmir.

"The absence of a crop insurance policy has added to the distress of growers. The Government is examining how it can be implemented," Itoo told reporters during her visit to hailstorm-hit villages of Kulgam district.

The Minister visited several affected areas, including D.H. Pora, Nihama, Manzgam, Bathipora, Ladgoo Rambhama and Pombay, and conducted an on-the-spot assessment of damage to orchards, agricultural fields, residential structures and public infrastructure.
The hailstorm, which struck parts of Kulgam and Shopian on Monday, caused extensive damage to apple orchards at a crucial flowering stage, raising concerns over significant yield losses this season.
Reaffirming Government support, she said, "We stand firmly with the farming community in this difficult time and will ensure every possible help to affected farmers."
Interacting with affected farmers and local residents, Itoo said horticulture, the backbone of Kashmir's economy, has been facing sustained losses over the years.
"This is a crucial stage for apple crops. The damage is widespread, and growers are distressed," she said.
She directed officials from the Revenue and Horticulture departments to undertake immediate and detailed loss assessments.
"District Administration has been asked to ensure accurate surveys and provide relief under existing norms without delay," she said, adding that field teams should compile transparent reports within a fixed timeframe.
The Minister also called for long-term measures to mitigate the impact of such natural calamities and urged farmers to avail themselves of existing Government schemes and financial assistance, including bank loans.
Senior officers, including the SDM Noorabad, Chief Agriculture Officer and Chief Horticulture Officer, accompanied the Minister during the visit.
The hailstorm has affected multiple villages across Kulgam and Shopian, leaving orchardists anxious about their livelihoods amid fears of reduced harvest if timely support is not extended.
