According to Tasnim News Agency, this letter states that vessels bound for Iranian ports, including those currently located in the Gulf of Oman -- must coordinate with authorities and adhere to established regulations in order to transit through the Strait of Hormuz.
Iran has effectively closed the Strait of Hormuz in response to US -- Israeli attacks that began on February 28; this strait typically handles approximately one-fifth of the world's total oil trade.
