GUWAHATI: Even as authorities have assured that the supply of domestic LPG cylinders and petroleum products remains stable across Assam, a recent crackdown on irregularities in LPG distribution has brought attention to enforcement gaps within the system.

Officials from Oil Marketing Companies (OMCs), in coordination with the Government of Assam, have intensified inspections to curb hoarding and illegal diversion of LPG cylinders. Over the past month alone, as many as 319 inspections have been carried out across the state. These checks have resulted in the seizure of 274 cylinders, the registration of one FIR, and the arrest of three individuals involved in alleged malpractices.

The action has not been limited to unauthorised handlers. Authorities have also initiated disciplinary measures against LPG distributors who failed to adhere to prescribed operational protocols. A total of 88 distributors have been served show cause notices for violations, particularly relating to digital booking norms and Delivery Authentication Code (DAC) compliance. So far, six distributors have been suspended.

These developments come at a time when the overall supply situation is being projected as robust and uninterrupted. Assam currently has 604 LPG distributors catering to around 93 lakh consumers, supported by seven bottling plants. On average, about 1.39 lakh LPG refills are delivered daily, with a backlog of approximately 5 days being managed through scheduled deliveries. Officials have confirmed that no instances of stock shortages or ‘dry-out’ have been reported.

Despite this, the enforcement drive suggests that challenges persist at the ground level, particularly in ensuring that supplies reach consumers in a transparent and accountable manner. The rise in digital adoption has been one of the key measures aimed at addressing such issues. At present, 84 per cent of LPG bookings in Assam are made through digital platforms, a significant increase from 49 per cent just two months ago. Similarly, DAC compliance has improved to 72 per cent from 37 per cent during the same period.

Officials have emphasised that the use of digital booking systems and adherence to DAC protocols are essential for maintaining transparency in the distribution chain. Consumers are being encouraged to adopt these methods and ensure that authentication codes are shared at the time of delivery.

The enforcement measures are being carried out under the provisions of the Essential Commodities Act, 1955, which empowers authorities to take strict action against hoarding and black marketing. According to officials, the inspections are part of a continuous monitoring mechanism aimed at safeguarding consumer interests and maintaining the integrity of the supply system.

While the broader narrative remains one of adequate supply and operational stability, the recent actions highlight the importance of vigilance in a sector that directly impacts millions of households. The focus on enforcement indicates that ensuring availability alone is not sufficient; the system must also be protected against misuse and inefficiencies.

Authorities have reiterated that daily monitoring is being undertaken to ensure smooth distribution and that priority continues to be given to essential sectors such as hospitals, educational institutions, defence, and public services in the allocation of commercial LPG, which is currently maintained at 70 per cent as per Government of India guidelines.

In addition, efforts are being made to cater to vulnerable groups, including low-consumption households, migrant labourers, and students, through the availability of smaller 5 kg LPG cylinders. Sales data indicates a gradual uptake of these cylinders, suggesting a targeted approach to inclusive access.

However, the recent seizures and disciplinary actions serve as a reminder that systemic loopholes can undermine even well-established supply frameworks. As Assam continues to strengthen its infrastructure and monitoring systems, the emphasis appears to be shifting towards stricter enforcement and accountability at every level of the distribution chain.

Officials have assured that such drives will continue, with a clear message that any deviation from established norms will be met with stringent action. For consumers, the developments underline the need to remain vigilant and cooperate with authorities by adopting transparent practices such as digital bookings and DAC verification.

While there is no immediate threat to supply, the situation reflects a deeper challenge; ensuring that efficiency and integrity go hand in hand in the delivery of essential commodities.
