New DC Building at Rupnagar to House Multiple Departments Under One Roof

After years of functioning from an old and congested office space, the Kamrup Metropolitan district administration is set to shift to a new Deputy Commissioner’s (DC) office building at Rupnagar in Guwahati. The new complex, being constructed by the Public Works Department (PWD), is in its final stage and is expected to be completed by the end of this month.

Talking to GPlus, a PWD official said, “The new DC building will have four floors. It will be completed by the end of this month.” The official added that the approximate budget for the project is Rs 81 crore.
The building, officially named as the Commissioner’s Office, Kamrup Metropolitan District, is being constructed as an RCC G+2 structure with future provision for expansion up to G+5. The project was taken up with the aim of bringing all major district-level offices under one roof and improving public access to government services.

According to official records, the project received revised Administrative Approval (AA) under order number AA/PWB_2025-26_4736 dated June 4, 2025. The revised administrative approval amount stands at Rs 8,120.33 lakh.

The work was awarded to Anand Builtech Private Limited. The formal work order was issued under F.W.O. No. CE/TB-IV/77/2021/22 dated November 22, 2022. The revised tender amount for the construction is Rs 7,786.24 lakh.

As per the latest update from the department, the civil work has achieved 79.79 per cent financial progress and 88 per cent physical progress. Construction began on November 23, 2022, and the target date of completion is March 20, 2026. However, officials now say the building will be ready for use earlier.

Apart from the main construction work, consultancy services amounting to Rs 48.30 lakh were also sanctioned for the project.

The new DC office complex has been planned keeping in mind both administrative efficiency and public convenience. Spread across multiple floors with large floor areas, the building will house several key departments that citizens regularly visit for certificates, land records, revenue matters, pensions, registrations and other services.

The ground floor, measuring 3,845 square metres, will include the main entrance lobby, a public facilitation centre, central receipt section, RTI office, E-Stamp and stock holding unit, and a canteen. It will also have locker rooms, staff toilets, official parking, driver’s room, server room, security barracks, and quarters for the night chowkidar.

Officials said the ground floor has been specially designed to handle public footfall, so that people do not have to move from one building to another for basic services.

The first floor, covering 2,841 square metres, will house the Guwahati Revenue Circle Office, Treasury Branch, Personal Branch, Excise Office, E-DIST office, District Display Centre, Nazarat Branch, Food and Civil Supplies office, Sub-Registrar office, NPS cell and Pension section.

For thousands of residents who visit the DC office for land mutation, registration, pension matters and other official work, this consolidation is expected to reduce confusion and waiting time.

"The second floor, measuring 2,931 square metres, will serve as the administrative core of the building. It will include the DC’s chamber, chambers for five Additional Deputy Commissioners (ADCs), the District Development Commissioner’s chamber, Guardian Minister and Secretary’s rooms, and offices for SDO-3 and SDO-4. This floor will also have a video conference hall, a conference hall with a capacity of 130 people, an administrative branch and a confidential branch", the official told GPlus.

The third floor, with an area of 3,078 square metres, will house the Zila Parishad office, DEV branch, National Informatics Centre (NIC) office, computer and server rooms, Industrial Tribunal Court, Labour Court, court rooms, store rooms, NCLP office and NRC office.

The official said, "By bringing quasi-judicial bodies and district-level administrative offices together, the government aims to streamline proceedings and reduce delays caused by scattered office locations."

The official added, "The project also includes complete external electrification, installation of LAN connectivity, CCTV surveillance, DG sets and a transformer. Site development work includes construction of a boundary wall with gate, a security guard room, sewage treatment plant (STP), underground water tank (UGT), and a properly planned parking area."

The Kamrup Metro DC office currently operates from a building that has long struggled with space constraints. Over the years, increasing population and administrative expansion have led to overcrowded corridors, long queues and limited seating arrangements for the public.

While the civil work is nearing completion, officials said final finishing touches, installation of equipment and interior arrangements are ongoing. Once the building is formally handed over, the process of shifting offices from the existing premises will begin.

The target date of completion, as per records, is March 20, 2026, but PWD officials have indicated that the building will be ready by the end of this month.

The new DC office at Rupnagar is expected to become the administrative hub of Kamrup Metropolitan district. For thousands of citizens who interact with the district administration every year, the shift to a modern and spacious complex could mark a significant change in how public services are delivered in the city.
