GUWAHATI: The District Disaster Management Authority of Kamrup Metropolitan has issued a show-cause notice to the authorised representative of Dinesh Chandra Kamakhya Highway Concessions Pvt.

Ltd. for alleged negligence leading to severe waterlogging along the National Highway stretch from Khanapara to Jalukbari.

The notice follows reports of persistent waterlogging affecting multiple locations, including areas near Excelcare Hospital, Tetelia, and Gotanagar, causing inconvenience to commuters and residents in adjoining areas.

According to the district administration, field inspections conducted to identify the cause of flooding revealed that cross-culverts along the highway were heavily clogged with silt and debris. This obstruction has reportedly disrupted the natural flow of water, leading to accumulation during rainfall.

Officials stated that clear instructions had been issued during several “Mission Flood Free” review meetings, directing the agency to ensure clearance of all cross-culverts before the onset of the monsoon. However, the administration noted that these directions were not complied with, resulting in the current situation.

In the notice, the firm has been asked to explain within three days why disciplinary and legal action should not be initiated against it under provisions of the Disaster Management Act, particularly Section 51 (a) and (b), which deal with non-compliance of official directions.

The administration has warned that failure to provide a satisfactory explanation within the stipulated time will lead to further action as per law without any additional notice.

The development comes amid growing concerns over urban flooding in Guwahati, where recent rainfall has led to waterlogging in several parts of the city, affecting traffic movement and daily activities.
