At a nearly six-hour review meeting at the Secretariat, attended by ministers, the chief minister said the success of the action plan depends on collectors' performance. The government will implement the programme in five phases from March 6 to June 12. The planning department will serve as the nodal agency.

Ministers will hold preparatory meetings in all combined districts on March 6. Gram sabhas will take place on April 2. Mandal-level meetings will be held on April 16. Constituency-level meetings are scheduled for May 2. District-level meetings will follow on May 22. The state will celebrate Telangana Formation Day on June 2.
The government will appoint an Indian Administrative Service (IAS) officer as nodal officer for each district.
Collectors told to spend 10 days in the field
The chief minister instructed collectors to conduct gram and ward sabhas. He asked them to educate people about welfare schemes, benefits and government expenditure.
He said every collector must spend at least 10 days a month in the field.
"The eyes and ears of the government are the district collectors, IAS officers and officials. Collectors must act as a bridge between the government and the people. You do not become an IAS officer by chance. The job has meaning only when you serve the people. You will continue as a collector only if you work effectively in the field. If you do not visit the field, you will never understand people's problems," Revanth said.
He said the government will closely monitor performance during the 99-day programme. It will reflect the performance in annual reports.
"If you do good work, we will appreciate you. We will hold another meeting in June to review the collectors' performance," he added.
Focus on welfare, farmers, health and environment
The programme will focus on 10 themes. These include environmental cleanliness, clearance of pending bills, health, 'Arrive Alive', welfare, child safety, drug control, farmers' welfare, agriculture, education, youth, sports and women's welfare.
The government will partner with public representatives, including sarpanches, ward members, chairpersons, corporators and mayors.
The chief minister also directed collectors to use a dedicated mobile application. They must monitor implementation, resolve Bhu Bharati grievances and speed up land acquisition for projects such as the Regional Ring Road.
