HYDERABAD: The Telangana high court on Wednesday ordered an interim suspension of the April 2025 order of the Central Administrative Tribunal, Hyderabad, which had allotted senior IAS officer Ronald Rose to the Telangana cadre by overturning a decision of the Department of Personnel and Training.
Rose, a 2006-batch officer, is currently secretary (finance), government of Andhra Pradesh.
A division bench of Chief Justice Aparesh Kumar Singh and Justice GM Mohiuddin issued the interim order while hearing a petition filed by the Union government challenging the tribunal's decision in Rose's favour.
The court directed Rose, the governments of Telangana and Andhra Pradesh, and two other IAS officers to file their counters within four weeks. It gave the Union government two weeks to file its replies.

The bench also permitted the Centre to bring on record additional material, including the report of the Pratyush Sinha Committee, which formed the basis for allocation of All India Services officers between Telangana and Andhra Pradesh at the time of bifurcation in 2014. The matter was posted to January 2026 for further hearing.
During the proceedings, additional solicitor general B Narasimha Sharma argued that the civil list or seniority list relied upon as a criterion was not legally valid for determining seniority or cadre allocation, as it was only a provisional administrative document without sanction under service rules.
He contended that seniority as on the appointed date June 1, 2014 must guide allocation, in accordance with the Andhra Pradesh Reorganisation Act and related guidelines.
Appearing for Rose, counsel G Vidya Sagar told the court that the allocation list on which proceedings were issued in October 2024 did not comply with IAS cadre rules, and sought appropriate relief.
