HYDERABAD: The Telangana Pradesh Congress Committee (TPCC) has alleged serious procedural violations in the ongoing Special Intensive Revision (SIR) of electoral rolls and urged the Election Commission of India (ECI) to intervene immediately.
In a letter to Chief Election Commissioner Gyanesh Kumar, TPCC Election Commission Coordination Committee chairman P. Rajesh Kumar claimed that election officials were preparing Absentee, Shifted, Dead and Duplicate (ASDD) lists before the August 10 deadline for submitting voter enumeration forms.
He also alleged that some field-level officials submitted enumeration forms on behalf of voters without obtaining their consent.

Congress alleges premature ASDD list preparation
The Congress said the ECI had extended the deadline for submitting voter enumeration forms until August 10. Despite this, the party claimed that Assistant Electoral Registration Officers (AEROs) and Booth Level Officers (BLOs) had already started preparing and circulating ASDD lists to political parties.
According to the TPCC, BLOs were also filling undistributed enumeration forms and mapping voters under pressure from senior officials, even when voters had not authorised them to do so.

The TPCC cited alleged instances from the Kukatpally Assembly constituency, including Booth Nos. 228, 225 and 239. It claimed that several voters were told by BLOs that their enumeration forms had already been filled and submitted on their behalf.

It further warned that the practice could lead to arbitrary deletion of names from the electoral rolls and create unnecessary operational issues for election staff.
Questioning the alleged practice, Rajesh Kumar said that if voters could face imprisonment for knowingly registering duplicate votes, officials who submitted forms without voter consent should also face action.
Congress seeks corrective action
The TPCC urged the Election Commission to direct all District Election Officers (DEOs) and Electoral Registration Officers (EROs) to stop circulating preliminary ASDD lists immediately.
It requested that officials prepare ASDD lists only after the August 10 deadline and complete physical verification of all cases.
The party also asked the Commission to ensure that BLOs accept enumeration forms from every eligible voter who submits them on or before August 10, regardless of any draft ASDD markings.
In addition, the Congress demanded strict action against any election official found submitting voter enumeration forms without the elector's consent.
