Haryana Budget Announces Youth-Focused Plans for Employment, Skill Training, Sports Infrastructure and Welfare

The Haryana government has outlined several initiatives targeting the youth population as part of its latest budget announcements. The measures focus on employment generation, skill development, sports infrastructure and social welfare programs designed to expand opportunities for young people across the state.
One of the key proposals highlighted in the budget is a large-scale skill development initiative aimed at rural youth. According to the information shared, around 20,000 rural young people are expected to receive skill training through the Deendayal Upadhyaya Gramin Kaushal Yojana. The training programs are intended to help participants improve their employability and gain practical skills that could assist them in finding work in different sectors. The budget also mentions a provision related to recruitment in the state police force. Under the proposed policy framework, Agniveers youth who have served under the Agnipath military recruitment scheme may receive a 20 percent reservation in Haryana Police recruitment.

The measure is intended to support the transition of trained youth into civilian employment opportunities after their military service. Another component of the youth-focused announcements includes a Mukhyamantri Apprenticeship Scheme. Under this initiative, eligible youth are expected to receive a monthly stipend of ₹1,500 while undergoing apprenticeship training. The scheme is aimed at helping young individuals gain work experience while continuing to build technical or vocational skills.

Employment generation through local infrastructure is also part of the proposed measures. The budget indicates that around 700 new retail stores linked to employment services are expected to be opened across the state to support job-related activities. In the sports sector, the government has proposed the development of an international-level shooting range specifically designed for female athletes. In addition, a dedicated sports centre named "Khelo India Centre" is planned in Ambala, which will be managed by an experienced former athlete or coach.

Another major infrastructure proposal involves the construction of an ITI cluster in Yamunanagar and Kurukshetra. The project, estimated at ₹241 crore, aims to create a hub for vocational and technical education. The budget also includes a proposal to establish a migrant welfare fund that would provide financial assistance to families of youth who pass away while working abroad through legal channels.
