Actually, there was already an option to set a time limit for Shorts on YouTube, but now it has been updated. Previously, a minimum time of 15 minutes could be set, but now there is also an option to reduce it to zero. In this way, you can permanently turn off Shorts. This feature has started rolling out.

Teen accounts will not be able to remove the limit
If you think kids can remove the time limit on Shorts, that's not going to happen. Teen accounts managed with Google Family Link won't be able to change this timer. This will give parents more control, and kids won't be able to change this setting from their own accounts.
How to set the time limit to zero?
Although YouTube has provided the option to set a time limit for Shorts, it is hidden deep inside. To set this timer to zero, first open the YouTube app and tap on your profile icon. After this, tap on the Settings icon visible here. You will see the Time Management option in it. After tapping on it, you will see the Daily Shorts Feed Limit option when scrolling down. Now tap on the toggle next to it. Here you will see many options, from which select zero minutes. In this way, you will be able to set a time limit for Shorts.
