The meeting was held in the presence of Director General of Prosecution Asaf Ali, the Additional Chief Secretary of the Home Department, the Law Secretary and other senior officials. In a statement, Pinarayi alleged that the UDF government's move to bring an independent judicial institution under the control of the executive was wrong and amounted to a serious violation of the Constitution.

The Opposition Leader said the move completely undermined the spirit of the Indian Constitution and the Kerala Lokayukta Act, 1999. Pinarayi said a minister summoning the Lokayukta and Upa-Lokayuktas was contrary to the basic constitutional principle of separation between the executive and the judiciary and the dignity of an independent judicial system.
Under the Kerala Lokayukta Act, the Lokayukta is an independent institution empowered to investigate allegations of corruption, nepotism and abuse of power against public servants, including the Chief Minister, ministers, legislators and government officials. Pinarayi alleged that it was illegal for the Home Minister, who himself falls within the Lokayukta's jurisdiction, to summon the Lokayukta and Upa-Lokayuktas and issue them directions.

The Opposition Leader said summoning judges who were required to function without fear, favour or prejudice in the presence of government representatives and the Director General of Prosecution could create doubts among the public about the institution's impartiality.
