The proposals are part of draft guidelines prepared by the university Syndicate to ensure a peaceful atmosphere on campuses. They are based on directions from the High Court and a letter from the university Chancellor and Governor.

Under the draft guidelines, students would not be allowed to engage in any form of political activity within college premises. Political parties could also face fines for violations. The college principal and the vice-chancellor would be authorised to take action against violations at colleges and university campuses respectively.

Protests, sit-ins and blockades organised at the behest of political parties or otherwise would not be permitted on campuses. Political slogans would also be prohibited in classrooms, offices and other parts of the campus. Political campaigning and mobilisation through digital media would also be banned.

Students violating the rules could face disciplinary action, including warnings, issuance of transfer certificates, suspension and expulsion. They could also be fined a minimum of Rs 5,000, while the political party associated with the student would have to pay Rs 10,000. Failure to pay the fine could lead to revenue recovery proceedings.

However, Vice-Chancellor Dr Mohanan Kunnummal said the proposals were not an official document and that only preliminary discussions were under way to maintain peace on campuses. Representatives of various political parties also said the aim was not to completely ban student politics but to impose restrictions to ensure peace on campuses.
