India’s innovation future will not be shaped only by metropolitan, top-tier institutions. It will be defined by what happens in Tier-2 and Tier-3 colleges, where talent and aspiration are high—but access to structured opportunities is uneven.
This belief led to UTTHAN — a national capacity-building movement, anchored at the Office of the Principal Scientific Adviser to the Government of India.
UTTHAN works with institutions from within, using a structured LEAP framework to strengthen research, innovation, and entrepreneurship ecosystems—beyond one-off workshops.
