NEW DELHI: The Delhi Pollution Control Committee has introduced a new Standard Operating Procedure (SOP) to strengthen enforcement of noise pollution norms across the capital, mandating time-bound action on complaints, scientific monitoring and penalties for violations.
Effective immediately, the SOP requires all complaints-covering sources such as restaurants, bars and construction activity-to be formally recorded and addressed within a structured framework.
Noise monitoring must be conducted within three days, with the DPCC's Air Laboratory assessing both the source and background sound levels in line with the Noise Pollution (Regulation and Control) Rules, 2000, framed under the Environment (Protection) Act, 1986. If violations are confirmed, inspection reports must be forwarded within seven days, and environmental compensation imposed on offenders.
The SOP also mandates coordination between Sub-Divisional Magistrates and police to seize equipment generating excessive noise, ensuring on-ground enforcement. It sets clear permissible limits-for instance, 55 dB during the day and 45 dB at night in residential areas-and prohibits loudspeakers between 10 pm and 6 am without permission.
Aligned with directions from the National Green Tribunal, the move aims to plug enforcement gaps through accountability, transparency and stricter, evidence-
based regulation.
