Haryana Cabinet clears 10 'mega' industrial policies to drive growth

CHANDIGARH: In a major push to industrial growth and employment generation, the Haryana Cabinet on Monday approved 10 new industrial policies aimed at boosting manufacturing, digital infrastructure, green industry, emerging technologies and agro-based economic development in the state.

The meeting was chaired by Chief Minister Nayab Singh Saini.

The policies are intended to implement key commitments made in the government's Sankalp Patra and Budget announcements, while aligning with Prime Minister Narendra Modi's vision of "Viksit Bharat" and "Make in India". Before finalising the policies, Saini held extensive consultations with industrialists and industry associations over two days. Among the major decisions was the approval of the Draft Make in Haryana Industrial Policy 2026, which will replace the existing HEEP 2020 policy. The government aims to attract Rs 5 lakh crore in fresh investment, create 10 lakh jobs and significantly boost exports over the next five years.

The new policy introduces a revised industrial classification system based on Core, Intermediate, Sub-Prime and Prime/Focus Areas, replacing the earlier A, B, C and D block model. Financial incentives will now be available across all blocks of the state. The policy provides capital subsidies for new investments, incentives for research and development, and employment-linked subsidies. Net SGST reimbursement ranging from 30 to 70 percent will be provided for industrial units. Employment generation subsidy has also been increased to up to Rs 1 lakh per employee annually for 10 years, while women, Scheduled Castes, Divyangs, Agniveers and ex-servicemen will receive assistance of up to Rs 1.20 lakh per employee.

The Cabinet also approved sector-specific policies for electronics manufacturing, pharmaceuticals and medical devices, toys and sports equipment, e-waste recycling, Global Capability Centres (GCCs), IT and AI, AVGC-XR, data centres and agro-processing.

An electronics manufacturing cluster is being developed over 500 acres at IMT Sohna, while a Global Artificial Intelligence Centre will be set up in Gurugram and an advanced computing facility in Panchkula. The government also plans to establish Centres of Excellence in emerging sectors including AI, animation, gaming and visual effects.
