Former minister and BRS leader Harish Rao raised eight sharp questions for the Revanth Reddy government over the Hyderabad Industrial Land Transformation Policy (HILTP).

Speaking to the media, he accused the government of causing financial loss to Telangana and favouring select groups.

Harish Rao asked why the government reduced SRO value when TGIIC value is two to three times higher and more beneficial to the state. He questioned why the policy was launched before revising SRO rates within ORR and why industrialists get one rule while small plot owners face another.

He said the BRS government doubled SRO earlier, yet the present government cut it by 30%, causing a direct loss to the treasury. He also accused Revanth Reddy of going back on his "no LRS, no BRS" claim while making small plot buyers pay 60-80% LRS and allowing big landowners to pay only 30%.

Harish Rao said the policy waives processing and land-use conversion fees, which he claims will cost HMDA around ₹13,500 crore. He alleged that the policy also enables land capture around ORR and asked whether it benefits the Anumula Brothers.

He said the policy was made six months ago and agreements for valuable lands were finalised secretly. He asked the government to disclose who approved these deals, when they were made and where the land is located. He also questioned how the 30% revenue will be used.

According to him, 9,292 acres are being converted at just 30% of registration value, generating roughly ₹5,000 crore, while the actual value is around ₹5 lakh crore. He asked where the remaining ₹4.95 lakh crore is going and called the policy "Hyderabad Industrial Land Looting Policy."

Harish Rao said Revanth Reddy is not "Anumula Reddy" but "Ammakalu Reddy." Both he and KTR have been openly attacking HILTP ever since the Telangana Cabinet approved it.
