This is a very strange answer by KTR.

What does this mean, that KCR will come when people want it? Does this mean the people do not want KCR now?

People do not want the Opposition Leader only if they are happy with the Government. So, this is not the right answer.

Also, if people are not asking where KCR is, as KTR claims, it is a bad sign for the BRS. People should always keep asking for the Opposition Leader and the Opposition Party.

KTR also says Revanth is not up to KCR's level (కేసీఆర్‌ స్థాయికి రేవంత్‌ సరిపోడు). This is a very bad statement about a People-elected Chief Minister.
