On April 12, 2026, Nasscom submitted a feedback to the Department of Transport, Government of Uttar Pradesh on the Draft Uttar Pradesh Motor Vehicle and Delivery Service Provider Rules, 2026. The framework represent a significant step toward regulating the state's fast-evolving mobility and delivery ecosystem.
Based on industry consultations, a few targeted recommendations have emerged to help strengthen the framework while maintaining innovation and ease of doing business. These are summarised below:
1. Inclusion of SaaS based platforms: A key suggestion is to expand the definitions to include SaaS-based platform providers, ensuring that all relevant digital business models are appropriately covered.
2. Limiting the coverage to aggregators as defined in Motor Vehicles Act: It is recommended that the applicability of the rules remain aligned with the definition of aggregators in the Section 2(1A) of the Motor Vehicles Act aligning with the spirit of Motor Vehicle Aggregators Guidelines 2025 by Ministry of Road Transport and Highway.
3. Permitting non-transport motorcycles for passenger mobility: To improve last-mile connectivity, there is also a strong case for permitting non-transport motorcycles for passenger mobility, in line with national guidelines. This would not only enhance affordability but also bring policy alignment with neighbouring states.
4. Revision to provided timelines for the EV transition: On sustainability, while supporting the shift to electric vehicles, it is being suggested to consider a more phased transition- in consultation with the industry stakeholders. Given the current gaps in EV infrastructure and affordability, especially for gig workers, a calibrated approach would ensure a smoother transition without disrupting livelihoods.
5. Aligning rules on social security with the code on social security: Aligning welfare provisions with the Code on Social Security, 2020 can help avoid duplication and provide clarity, as gig workers are already recognised under the central framework.
As the state moves forward, continued dialogue between government and stakeholders will be key to building a balanced, future-ready mobility ecosystem
