On April 21, 2026, Nasscom submitted a representation to the Greater Hyderabad Municipal Corporation (GHMC) requesting to review the recent notices issued to IT/ITES sector establishments regarding trade license fee.
On a plain reading, the relevant provisions of the GHMC Act 1955 appears to necessitate a trade license for keeping specified articles within an establishment or for operating certain notified trades. These articles and trades are clearly enumerated in the four parts of one of the Schedules of the Act. However, any notification or provision in the Act listing "software solutions" or "IT/ITES services" as a trade requiring such a license was not found. Nasscom has also raised this issue in an earlier representation in October, 2025.
Thus, we request that the notices issued to IT/ITES establishments be reviewed and withdrawn as they inadvertently pose challenges to the Ease of Doing Business in the State. Nasscom has also request for industry consultation on this subject. The IT/ITES sector has been a key contributor of Telangana's economy and global standing as a technology hub, enabled by the State Government's progressive vision and sustained focus on ease of doing business, innovation, and job creation.
Nasscom hopes that GHMC will review the matter and provide suitable relief to the IT/ITES companies, in line with the state's progressive efforts to enhance Ease of Doing Business.
