Bengaluru: The Greater Bengaluru Authority (GBA) has received ₹3,000 crore from the Karnataka government through budgetary allocations over the past year, with a large share of the funds used to clear pending bills for civic infrastructure works across the city.

Officials said the funds were primarily utilised to settle payments for projects such as road asphalting, white-topping, improvements to storm water drains and restoration works in lakes. Many of these projects were originally approved during the tenure of former Chief Minister Basavaraj Bommai and continued under the current administration.

The financial support forms part of the state government's broader strategy to upgrade Bengaluru's infrastructure and address long-standing civic issues.

According to officials, the ₹3,000 crore allocation was released in multiple instalments during the financial year.

So far, the GBA has received ₹2,250 crore in three instalments. The remaining ₹750 crore has also been approved for release by the state government.

However, officials indicated that the remaining ₹4,000 crore from the enhanced budgetary allocation for Bengaluru is unlikely to be released before the end of March.

GBA Chief Commissioner M. Maheshwar Rao explained that the authority has not sought the additional funds immediately because several proposed projects are still in the planning or conceptual stage.

'A number of projects are still in the conceptual stage. We will request grants depending on necessity,' Rao said.

In the previous state budget, Chief Minister Siddaramaiah significantly increased funding for Bengaluru's development.

The allocation for the city was raised from ₹3,000 crore to ₹7,000 crore, more than doubling the funds earmarked for infrastructure improvements.

The budget also proposed several new development projects and introduced the concept of a Special Purpose Vehicle (SPV) to execute major infrastructure works more efficiently.

The move was aimed at accelerating development in the rapidly expanding city while improving coordination among various civic agencies.

Officials noted that a large portion of the released funds has gone toward clearing bills for projects sanctioned by the previous government.

In the financial year 2021-22, the Bommai-led administration approved projects worth ₹8,015 crore for Bengaluru. These projects largely focused on improving roads, storm water drains, lakes and solid waste management systems.

In addition to these earlier projects, the current government has sanctioned new works worth ₹2,250 crore, most of which are related to road infrastructure.

An officer familiar with the financial process explained that it is common for one government to clear payments for projects initiated by the previous administration.

'The payment cycle is such that bills for works announced by one government are cleared by the successive government,' the officer said.

Despite the significant financial allocations, most of the projects undertaken so far involve relatively smaller infrastructure works.

These include road resurfacing, asphalting and drainage improvements rather than large-scale urban infrastructure projects.

Experts note that while such works are essential for routine maintenance, Bengaluru also requires major investments in large infrastructure initiatives to address issues such as traffic congestion and urban flooding.

Projects such as double-decker corridors, major flyovers and railway underbridges require substantial funding but have yet to receive full financial backing from the state government.

In addition to civic maintenance works, the government has also released ₹500 crore for the Bengaluru Business Corridor project.

The corridor is a major infrastructure initiative spanning approximately 74 kilometres and is estimated to cost around ₹27,000 crore.

The project is expected to improve connectivity between key economic zones and reduce traffic congestion in the metropolitan region.

Officials said the majority of the project funding will come through a loan from the Housing and Urban Development Corporation (HUDCO).

The state government's ₹500 crore contribution will primarily be used for preliminary expenses, including compensation payments to landowners whose properties are being acquired for the project.

Despite ongoing funding and development initiatives, Bengaluru continues to face significant infrastructure challenges.

Last year, the city's deteriorating road conditions and pothole-related problems gained international attention, raising concerns about the pace and quality of civic improvements.

Urban planners and civic groups have repeatedly emphasised the need for comprehensive planning and sustained investment in large-scale infrastructure projects to meet the demands of the city's rapidly growing population.

With Bengaluru expanding as a major technology and economic hub, authorities are under increasing pressure to deliver faster and more visible improvements in public infrastructure.

The ₹3,000 crore received by the Greater Bengaluru Authority marks a key step in the state government's ongoing efforts to upgrade the city's civic infrastructure. While much of the funding has been used to settle bills for ongoing projects, several larger initiatives remain in the pipeline.

Officials say further funding will be requested as new projects move beyond the planning stage, highlighting the continued need for sustained investment to transform Bengaluru's urban infrastructure.
