Hyderabad: Senior IPS officer CV Anand is set to take over as Director General of Police and Head of Police Force in Telangana.

He has over three decades of experience that spans anti-Naxal operations, metropolitan policing, governance reforms and national-level security leadership.

Personal life and education

CV Anand was born in Hyderabad's Old City in 1968 into a family rooted in public service, and his journey reflects a blend of discipline, academic excellence and sporting grit.

His parents, Chama Damodar Reddy and Yashoda Devi, hailed from Kuntloor in Hayathnagar Mandal of RR District. Late C Damodar Reddy retired as Conservator of Forests in the Indian Forest Service, having joined as a Forest Ranger in 1950. CV Anand is the youngest of five sons.

A student of Vidyaranya High School and Hyderabad Public School, Begumpet, he balanced academics with cricket, even touring England with the Hyderabad U-19 team before cracking the Civil Services Examination at just 22 in his first attempt.

After representing Hyderabad State in Under-22 cricket and missing selection to the Ranji Trophy, Anand decided to appear for the Civil Services Examination in 1990.

Though he had secured admission to St. Stephen's College, New Delhi, he instead joined Nizam College and completed his BA in Maths-Economics-Statistics from 1986 to 1989. He later pursued an MA in Economics at the Arts College, Osmania University.

Owing to his high rank in the Civil Services Examination, he was allotted his home state in the IPS in 1991.

From encounter zones to city policing

CV Anand underwent Foundation Training in Mussoorie and completed IPS training at NPA, Shivrampalli. For district training, he was allotted the Warangal district and was posted as ASP in the Warangal Rural Sub-division.

Anand's early years in service were spent in Naxal-affected districts like Warangal, Bellampalli and Nizamabad, where he led operations on the ground. His role in controlling extremism earned him the prestigious President's Gallantry Medal for his highly risky operations and success in controlling naxalism, marking him as a hands-on officer early in his career.

His transition to urban policing in Hyderabad saw him take charge in key roles such as DCP East and Central Zones. During this phase, he introduced structured systems for Ganesh immersion and set up the Lake Police in Hussain Sagar, which has saved thousands of lives to date.

A reformer with a tech-first approach

As Additional Commissioner (Traffic), Hyderabad, Anand introduced game-changing initiatives like e-challans, automated traffic systems and strict drunk-driving enforcement. His approach consistently leaned towards technology-driven governance, efficiency and accountability.

Later, as Commissioner of Police, Cyberabad, from 2013 to 2016, he launched the widely recognised SHE Teams for women's safety, expanded CCTV surveillance and introduced SOPs that significantly reduced land dispute complaints.

Administrative turnaround and national roles

Anand's tenure as Civil Supplies Commissioner stands out for large-scale reforms. He digitised ration shops, ensured faster payments to farmers and drastically reduced the corporation's debt, earning national recognition in e-governance. His reforms were replicated by 12 other states.

He introduced e-POS machines in all 17,500 ration shops, enabled e-payments to farmers within 3 days, installed GPS tracking on 1,400 lorries to monitor their movements on LED screens, and set up 1,500 CCTVs in godowns to prevent pilferage.

On Central deputation with the CISF, he oversaw airport security across India and upgraded training systems at the National Industrial Security Academy (NISA), which was later named the country's best training institution.

Back to Hyderabad: Focus on stability and innovation

Returning as Hyderabad Police Commissioner in 2021, Anand steered the city through sensitive periods, ensuring peaceful conduct of major festivals while tightening control over crime, narcotics and cyber offences. His H-NEW initiative later won global recognition at the World Police Summit in Dubai.

He also played a key role in strengthening anti-narcotics and cybercrime frameworks and briefly led the Anti-Corruption Bureau (ACB), reviving its operations with a sharp increase in cases and arrests.

Shaped by discipline and sport

Beyond policing, Anand remains deeply connected to sports. A regular cricket player and national-level tennis winner, he is known within the force for his fitness and high-energy leadership style. His son Milind has represented India at the U-19 level, continuing the family's sporting legacy.

CV Anand believes in IT-based governance and administration to ensure efficient, transparent and citizen-friendly service delivery. He is known for innovative policing, integrity, impartiality and a results-oriented approach throughout his 35-year career.
