Chief Minister Rekha Gupta's adherence to digital transformation is driving as Delhi is set to acknowledge a paramount evolution in its property management system with the upcoming Delhi Land Records Bill, 2026. The initiative shows CM Rekha Gupta's vision of technology-driven and transparent governance, aiming to create a secure, accurate and dispute-free property records foundation.
Through this landmark reform, every property in the Capital will receive a sole digital identity through a Property Aadhaar Card, strengthening record management and ensuring greater satisfaction for citizens, said a newspaper report.
According to the report, the initiative, aligned with CM Rekha Gupta's focus on digital transformation, seeks to replace outdated property record systems with a scientifically devised and digitally proven database. The Delhi government will reportedly undertake comprehensive surveys using advanced technologies, including drone surveys and digital mapping, to create precise records of residential, commercial and other properties across the city.
Once established, every property and individual floor of a building will reportedly be assigned a Unique Property ID, ensuring easier access to lawful records and reducing the chances of land-related discourse. The system will provide citizens with secure and authentic property documentation while making the overall process more organised and efficient.
The report said that the bill will be presented during a special session of the Delhi Legislative Assembly after thorough review by the Group of Ministers and completion of the approval process. CM Rekha Gupta has highlighted that the initiative reflects her government's commitment to building a transparent, technology-enabled and citizen-friendly governance system.
Notably, the move also builds on the Delhi government's experience with the Centre's SVAMITVA scheme, under which smart property cards were composed for rural villages, helping reduce future land disputes and improving ownership clarity.
