Nepal's newly elected government, led by Balendra Shah, has introduced a major 100-point action plan to improve governance in the country.
The plan was approved in the first cabinet meeting. The main aim is to make government work more transparent, accountable, and effective. The young prime minister also wants to improve the education system by keeping it free from political influence and aligning it with international standards.
Key Steps for Reforms
As part of the reforms, a committee will be formed within 15 days to investigate the assets of senior leaders and top officials. In the first phase, current officials will be reviewed, followed by those who held positions between 1991 and 2006.
Each ministry will prepare a clear plan of action, outlining responsibilities, timelines, and expected results. The Prime Minister's Office will regularly monitor the progress.
What is Included in the Rapid Action Plan?
A common plan will be created by involving all political parties and groups. This plan will be linked to policies, budgets, and programmes to ensure accountability. Within 7 days, a discussion paper on possible constitutional changes will be prepared. In 15 days, the government will formally acknowledge injustice faced by backward and marginalized communities and introduce reforms, including possible apology measures.
A special package will be launched within 100 days to support families affected by student protests. This will include rehabilitation, employment, skill development, and counselling.
Old investigation reports will be implemented within 30 days, and action will be taken against those found guilty. The number of central ministries will be reduced to 17 within 30 days to improve efficiency. Unnecessary procedures will be removed, and approval levels will be limited to a maximum of three to make work faster and simpler.
Ban on Student Politics
Political activities will be banned in offices, schools, and universities. Strict action will be taken against those who break the rules.
Within 90 days, student political groups will be replaced with student councils.
Education Reforms
Exam results will be declared on time. Students will not need a citizenship certificate to study up to graduation level. Internal exams up to Class 5 will be removed.
Renaming of Foreign-Named Institutions
Institutions in Nepal using foreign names such as Oxford, Pentagon, and St. Xavier's will be required to change their names to Nepali names within this year.
Special Bus Service for Women
A "Blue Bus" service will be introduced for women across all provinces. At least 25 buses will be launched within 100 days to improve safe transportation for women.
