The Election Commission of India (ECI) has directed that officials involved in the Special Summary Revision (SSR) of electoral rolls for Uttar Pradesh assembly constituencies, with a qualifying date of January 1, 2027, must not be transferred without prior approval from the Commission.

According to a press release from the Uttar Pradesh Chief Electoral Officer’s office, officers engaged in preparing, revising, and amending electoral rolls are considered to be on deputation to the ECI under Section 13 CC of the Representation of the People Act, 1950. During this period, they operate under the Control, supervision, and discipline of the Commission.

The schedule set by the Commission indicates the draft publication of the integrated electoral roll will occur on November 12, 2026. During the SSR process, claims and objections can be submitted from November 12 to December 11, 2026, and will be resolved according to rules by December 28, 2026. The final publication of the electoral roll is planned for January 4, 2027.

Instructions specify that posts of District Election Officer, Electoral Registration Officer, Assistant Electoral Registration Officer, and other officials involved in the revision must not be left vacant during the process. Additionally, no official linked to the SSR work may be transferred without the Commission’s prior permission.

Relevant departments have been informed of these directions to ensure the SSR-2027 is conducted smoothly, transparently, and in an organised manner within the prescribed timeframe.

Earlier, the ECI directed 17 States and Union Territories to undertake SSR of electoral rolls using January 1, 2027, as the qualifying date. These include Andaman and Nicobar Islands, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Manipur, Puducherry, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh, Uttarakhand, and West Bengal.

The schedule for other States and Union Territories conducting Special Intensive Revision will be announced separately, considering local conditions.

The Commission also set a timeline for polling station rationalisation by November 2, draft electoral roll publication on November 12, claims and objections acceptance until December 11, processing by December 28, and final roll publication on January 4, 2027.

It emphasised that the Electoral Registration Officer of each assembly constituency is responsible for ensuring no eligible citizen is excluded and no ineligible person is included or remains on the electoral roll.
