Khowang has become a politically significant constituency in the 2026 Assam Assembly elections, marking a critical contest in Upper Assam.
The race features BJP incumbent Chakradhar Gogoi, a two-term MLA, facing opposition from Lurinjyoti Gogoi, president of the Assam Jatiya Parishad (AJP), who is part of a wider alliance seeking to end the BJP’s decade-long dominance in the region.
Chakradhar Gogoi’s campaign leverages the “double-engine” development narrative and his strong ties with local Ahom and Tea Tribe communities, emphasising infrastructure improvements and the provincialisation of schools in tea estates. Lurinjyoti Gogoi, a former AASU leader, officially filed his nomination and has garnered notable youth support, focusing on identity politics and the enforcement of Clause 6.
Additionally, independent candidate Biju Dowarah, with substantial assets and local influence, has emerged as a significant factor, potentially splitting traditional votes between major parties. Khowang's electorate, roughly 176,000 voters predominantly from tea garden workers and rural Assamese communities, has been historically challenged with issues such as wage hikes, land rights for tea workers, and Scheduled Tribe status for six ethnic groups.
The constituency, renamed from Moran following the 2023 delimitation process which altered some polling booth dynamics, has seen renewed attention due to active campaigning in tea garden and rural communities by both BJP and opposition forces. Senior BJP leaders, including Union Minister Sarbananda Sonowal, support Chakradhar Gogoi, while Lurinjyoti Gogoi has campaigned directly with tea garden workers on livelihoods and infrastructure concerns. High rally turnouts illustrate intense political engagement.
The BJP promotes a “Development for All” agenda, whereas Lurinjyoti Gogoi frames the contest as a “Save Assam” movement focusing on indigenous rights against the Citizenship Amendment Act. Popular development initiatives influencing voter sentiment include land ownership for tea garden workers, road upgrades, and water access programmes such as the Swatch Khowa Pani scheme.
Khowang has been a BJP stronghold since 2016, when Chakradhar Gogoi won with approximately 54% of valid votes, defeating Indian National Congress candidate Paban Singh Ghatowar. In 2021, Gogoi retained the seat with close to 50% of votes, ahead of Pranjal Ghatowar of the Congress. Despite this, the constituency maintains a significant opposition presence.
The National Democratic Alliance, comprising BJP, Asom Gana Parishad, and Bodoland People’s Front, aims to retain control over Assam’s 126-seat assembly. The ongoing election schedules polling for all seats on 9 April 2026, with counting and results declared on 4 May 2026.
Khowang, located within the Dibrugarh Lok Sabha segment, is considered a bellwether for neighbouring constituencies, with an opposition win here potentially signalling a setback for the BJP's position in Upper Assam. The Congress-led six-party alliance, including AJP, Raijor Dal, CPI(M), CPI(ML), and the All Party Hill Leaders Conference, challenges the incumbent BJP alliance amid key issues surrounding tea garden livelihoods and rural political mobilisation.
