Sikkim supports Delhi's National Legislative Index to enhance state legislatures

The Chief Minister of Sikkim, Prem Singh Tamang (Golay), has expressed strong support for the National Legislative Index (NLI), an initiative designed to benchmark the performance of State Legislatures across India.

In a letter addressed to Vijender Gupta, Speaker of the Delhi Legislative Assembly, the Chief Minister commended the vision behind the initiative and congratulated the assembly for taking a progressive step to strengthen legislative institutions.

The National Legislative Index is a structured comparative framework assessing legislative performance across states based on parameters such as sittings, working hours, debate productivity, and committee effectiveness. It aims to promote transparency, self-assessment, adoption of best practices, and healthy competition among legislatures.

CM Tamang stated that benchmarking legislatures on productivity, transparency, and innovation is “both timely and necessary.” He emphasised that legislative bodies must increasingly adopt data-driven approaches to remain responsive and future-ready.

Expressing Sikkim’s commitment, the Chief Minister conveyed the state’s eagerness to actively participate in developing the National Legislative Index and contribute to its framework. He highlighted that the initiative would foster healthy competition, innovation, and greater public accountability among State Legislatures.

Tamang also noted that the proposed index would be a valuable tool for identifying gaps and improving legislative functioning nationwide. He reiterated Sikkim’s willingness to adopt best practices emerging from the framework to strengthen democratic institutions.

Commending Vijender Gupta’s efforts in advancing the initiative, the Chief Minister extended his best wishes for its success and expressed confidence that it would significantly enhance the quality and effectiveness of legislative governance in India.
