Itanagar: In a major step towards reforming school administration, the Arunachal Pradesh government has introduced a digital teacher transfer and posting mechanism aimed at improving transparency, ensuring equitable deployment of teachers, and strengthening attendance monitoring across educational institutions.
The new system is being implemented under the state's 'Reach to Teach' programme through the Arunachal Pradesh Teacher Transfer and Posting Policy Act.
Education Commissioner Amjad Tak announced the initiative on Wednesday, stating that it is intended to address staffing imbalances, particularly in remote and difficult-to-access areas.
Central to the reform is the Teacher Registry Portal, a digital platform designed to manage teacher transfers, service records and posting details through an integrated online system.
According to Tak, nearly 97.4 per cent of the state's teaching workforce has already been brought under the platform, with 16,068 teachers and 107 ministerial employees registered so far.
The portal will maintain detailed information on teachers, including their service history, transfer records, classroom performance, students' academic outcomes and medical profiles.
Officials believe the database will help improve accountability and curb administrative irregularities within the education sector.
"The department now has complete data on teachers," the commissioner said.
Tak noted that the transfer policy has been framed with consideration for Arunachal Pradesh's difficult terrain while seeking to minimise hardships faced by teachers during postings and transfers.
As part of the implementation process, the department has issued 2,064 intra-district transfer orders, more than half of which have already been carried out.
The digital system has also received a positive response from teachers, with over 600 applications for self-transfer submitted through the portal so far.
However, education department officials clarified that teachers who do not apply for voluntary transfers may still be relocated through administrative orders if staffing requirements demand it, especially in schools experiencing severe shortages of teaching personnel.
The government is simultaneously working to maintain the recommended teacher-student ratio of 1:45 in educational institutions located in remote areas.
The commissioner also cautioned that teachers who fail to report to their new postings within 15 days may face disciplinary action under provisions of the Act.
Officials said the Teacher Registry Portal is expected to be fully operational by the first week of July, while the transfer and posting system will be rolled out in stages before becoming fully functional by May next year.
