The Meghalaya cabinet on Wednesday approved a one-time condonation to recognise promotions of adhoc government employees who were regularised before 2007.
Chief Minister Conrad K. Sangma announced this following a cabinet meeting. The move aims to resolve confusion over service records that had delayed pension calculations for some retirees. The delay arose because the Accountant General needed clarity on whether benefits should be computed from the employee's original regularized post or their promoted position.
Addressing media persons, CM Sangma said, "We have discussed the service conditions of regularized adhoc employees seniority and promotion thereof. As you recall that we had regularized the adhoc appointments pre-2007 and therefore after that a lot of them…were promoted also."
He emphasized that only promotions carried out according to service rules and proper procedures will be recognized under this decision.
"I repeat those promotions which were processed properly and the rules were followed and procedures were followed, for those promotions we will give a condonation and we will allow that promotion to be recognized so that necessary pension can be given on the basis of the promoted post," Sangma added.

In a post on X, CM Sangma wrote, "Cabinet has approved the Service Condition of Regularised Ad Hoc Employees- seniority and promotion thereof. Ad hoc appointments made prior to 2007 were earlier regularised, and many of these employees were subsequently promoted. However, confusion arose in the pensions process, particularly for retired employees, regarding whether benefits should be based on their regularised or promoted posts."
"To resolve this, we have approved a one-time condonation to recognise promotions made in accordance with prescribed rules and procedures. This will enable eligible employees to receive salary and pension benefits based on their promoted posts," he added.
