New Delhi: A Russian national was detained in Mizoram earlier this week, prompting fresh concerns among security analysts about alleged cross-border activities involving insurgent-linked networks in Northeast India.
According to a statement issued by the Centre for North East India Security Studies (CNEISS), 41-year-old Igor Babko was apprehended by the Border Security Force (BSF) on March 25 in Rajiv Nagar village in Mamit district for reportedly entering a restricted area without the required permit.
Officials said that Igor Babko started his journey from Agartala on March 8 and is suspected to have travelled via Kanchanpur in North Tripura before reaching Rajiv Nagar village.
The CNEISS report alleged that Babko's visit to the Chakma-majority village may have been facilitated by members linked to the Bangladeshi terror group, Parbattya Chattagram Jana Samhati Samiti (PCJSS) headed by Santu Larma in the Chittagong Hill Tracts (CHT) region of Bangladesh.
The think tank cited unnamed local sources claiming coordination by individuals operating across the India-Bangladesh border.
The statement further added that Babko had previously visited areas in Tripura considered by the group as operational bases. It also claimed that similar incidents had occurred in the past, including the reported visit of a foreign national from China in November 2025 who was allegedly received in Agartala and taken to sensitive border regions.
Swapan Debbarma of CNEISS said, "Local Chakma sources informed that the visit of Igor Babko to Chakma village Rajiv Nagar was organised by individuals linked to PCJSS. These include Mizoram-in-Charge Udayan Chakma alias Jit from Ananta Master Para village of Khagrachari district and PCJSS in charge of Mamit District Binanda Chakma from Dighinala of Khagrachari district of Bangladesh. Before proceeding to Mizoram, Babko had also visited Mittigachari village of Kanchanpur, North Tripura which is locally known as the PCJSS base camp. On Tripura side, PCJSS arms commander, Jyotishman Chakma @ Bulbul from Pankhaiya Para village of Khagrachari district coordinated the visit of Igor Babko."
"This attempt to bring large number of suspicious foreigners by the PCJSS to the North East India is not new. On 6 November 2025, the representatives of PCJSS brought one Chinese national, Mr Chun Kit Leong via Maharaja Bir Bikram Airport at Agartala and Mr Leong was received at the airport by Mr Bishnu Ranjan Chakma @ Nito, ex-body guard of PCJSS President Santu Larma. Mr Chun Kit Leong was kept at the Tripura government owned Sonar Tari Hotel at Agartala from 6 to 11 November 2025 and was taken to Gandhachara under Dhalai district, the sensitive Indo-Bangladesh border from where PCJSS (Santu) operates and thereafter to Karbi Anglong, Assam," added Debbarma.

CNEISS additionally raised concerns over the broader role of PCJSS, alleging links with various insurgent and armed groups in the region, including the United Liberation Front of Asom (Independent), the Arakan Rohingya Salvation Army and the Rohingya Solidarity Organisation, and others operating along the India-Bangladesh-Myanmar border areas.
In the last week of February 2026, the PCJSS had brought a huge consignment of arms from the Burmese armed groups with the help of the ULFA, the statement said.
"The way this Bangladeshi terror group PCJSS has been operating in the North East India including by bringing suspicious foreign nationals raises serious national security concerns and its role should be thoroughly investigated. The security agencies must be aware of the 'PCJSS Module' i.e. abusing the sympathy in India towards the tribal people of the CHT for the illegal award of the region to Pakistan during the partition in 1947 through the PCJSS to destabilise North East India. The PCJSS has stopped fighting for the tribal people of the CHT after signing the Peace Accord in 1997 and its armed group is used by the DGFI, ISI and other foreign intelligence agencies out to destabilise North East India," stated CNEISS.
