The TTAADC, established under the Sixth Schedule of the Constitution, has legislative, executive and administrative powers over designated tribal areas of Tripura. Bills passed by the council, however, must go through the prescribed constitutional process before they can be implemented.

Speaking to reporters after meeting the Governor, Debbarma said the delegation had submitted a letter seeking clearance of the bills passed by the tribal council for the Tiprasa community.

He said the council was an elected body entrusted with a mandate by the people and argued that its inability to implement legislation approved by its elected representatives could undermine public confidence in the institution.

According to Debbarma, nearly 18 bills passed by the tribal council since 2007 are currently pending with the state Tribal Welfare Department.

The pending legislation covers several areas, including land reforms in TTAADC areas, customary laws, recruitment policy and administrative reforms, he said.

Debbarma had previously approached the Supreme Court, seeking its intervention to facilitate the clearance of the pending legislation by the state government.

He said the prolonged delay in approving the bills had prevented the tribal council from implementing several important decisions on the ground.

The development comes amid the BJP's efforts to reach an electoral understanding with the Tipra Motha, which currently controls the tribal council, ahead of the forthcoming Village Committee elections.
