The order, issued by Noney District Magistrate Vidyamari Sridhar (IAS), came into effect from 5 a.m. on Monday and will remain in force until further notice.

Under the restrictions, the assembly of five or more persons in public places has been prohibited. The order also bans the carrying of weapons, including firearms, cudgels, swords, spears, explosives, or any object that could be used to incite violence. Public activities such as rallies, processions, bandhs, strikes and demonstrations have been barred without prior written permission from the district administration.

Authorities have further prohibited the obstruction of roads, public thoroughfares and essential services. Any activity deemed likely to disturb public peace and tranquillity has also been restricted.

The order, however, exempts police and armed forces personnel, government officials on duty, and religious or customary practices, as well as individuals or organisations granted prior written permission by the District Magistrate.

Officials said the restrictions were imposed in view of apprehensions of a breach of peace and threats to life and property following recent unrest in the Khoupum valley area. On March 30, a tribal woman sustained a bullet injury to her leg during a commotion linked to a land dispute.

Tensions escalated after village head Gainipou Riamei reportedly attempted to declare Guitang (Duithanjang) village as public land, triggering protests among members of the Riamei clan.

Authorities said strict action would be taken against anyone violating the prohibitory orders under relevant provisions of law.
