Assam Polls: UPPL Releases 'People's Manifesto', Focus on BTR Accord

The United People's Party Liberal ( UPPL) on Thursday unveiled its manifesto for the upcoming April 9 Assembly elections, placing its record in the Bodoland Territorial Council ( BTC) at the centre of its campaign while laying out fresh promises for the region.

The 14-page manifesto was released at the party's headquarters in Kokrajhar in the presence of senior leaders, including UPPL president Pramod Boro. The document highlights the party's governance during its tenure in the BTC and calls on voters to support UPPL in the upcoming elections.

Describing the manifesto as "inclusive," senior leader UG Brahma said that voters in the region are becoming more politically aware. He pointed out that many people are now recognising the importance of a strong Opposition. According to him, a section of voters who earlier supported the Bodoland People's Front (BPF) is now shifting towards the UPPL.

The party also hinted at a more cautious approach when it comes to post-election alliances. Pramod Boro said UPPL expects to win between 10 to 12 of the 15 Assembly seats in the BTC region, which could put the party in a key position during government formation.

However, he made it clear that the party will not offer unconditional support to any government this time. Boro said that in the past, UPPL had extended such support to ensure the implementation of the BTR peace accord. This time, he stressed, support will depend on clear commitments towards the development of Bodoland, protection of rights, and the upliftment of backward communities.

He also alleged that several smaller communities in the region are still not receiving proper development benefits and said addressing these issues would be a priority for the party.

Meanwhile, stepping up its campaign, Boro held rallies on Wednesday in Maligaon, Jaipuri and Kokrajhar town, where he sharply criticised the BPF and its candidate Sewli Mohilary. He questioned her suitability for politics, saying her background as a businessperson does not align with the demands of public service.

"Business is driven by profit, but politics is about serving people," Boro said, while expressing strong support for UPPL candidate Lawrence Islary. He praised Islary's long association with grassroots work and said the party is confident of his victory.

Boro also claimed that UPPL would secure a decisive win in the Tamulpur constituency.

Lawrence Islary, who has been actively campaigning, also targeted Sewli Mohilary, alleging that elections cannot be won through money and influence alone. He questioned her commitment to the people and said voters are looking for leaders who are accessible and dedicated.

He further claimed that certain remarks attributed to Mohilary, including limited public engagement if elected, have raised concerns among voters. According to him, the public mood is in favour of credible leadership, and he expressed confidence that UPPL continues to enjoy strong support across the region.
