A nationwide "Gou Samman Appeal Campaign" for a ban on cow slaughter will begin from 27 April

Over the next one and a half years, saints and gou devotees across 780 districts and 5,000 talukas nationwide will stage protests and undertake indefinite hunger strike !

New Delhi - Saints, cow protectors, and countless devout Hindus across the country have come forward to push for a nationwide cow protection law. For this purpose, they have announced the "Gou Samman Aavahan Abhiyan" (Cow Veneration Appeal Campaign).

As part of this extensive campaign, in its first phase, on 27 April 2026, saints and gou devotees from 780 districts across the country will visit their respective taluka/sub-division/district offices. There, through officials such as the Tehsildar, Block Development Officer, Sub-Divisional Officer, or District Collector, they will submit memorandums addressed to the President, Prime Minister, Governors of states, and Chief Ministers, appealing for the protection of cows.

Nationwide Cow Protection Act : Main objectives of the campaign

A humble appeal will be made to the Union Government and to all State Governments, through non-violent means and strictly within the framework of the Constitution, regarding the following matters -

a. Service - A union law dedicate to the service of cows should be enacted to ensure uniform cow welfare activities across India.
b. Protection - Cow slaughter must be completely eradicated from India.
c. Honour - The cow should be granted the fundamental status of "Rashtra Mata" (Mother of the Nation), thereby recognizing it as a national deity, revered symbol, heritage, and pillar of the nation.

Action- plan of the campaign

1. 5-month period (Dec 2025 - Apr 2026): Awareness and outreach campaign across society.

2.April 27, 2026 (Taluka level): Devotees and saints will submit memorandums to local authorities.

3.July 27, 2026 (District level): If no response by July 10, renewed memorandums will be submitted at district headquarters.

4. October 27, 2026 (State level): If no response by October 10, participants will gather in state capitals and submit appeals via Chief Ministers and Governors.

5. Feb 27 - Aug 15, 2027 (National level): If still unresolved, representatives from across India will assemble in Delhi, perform peaceful devotional chanting, and continuously submit appeals to the Union Government.

6. From Aug 16, 2027 (Indefinite fast): If demands remain unmet after 16 months of peaceful efforts, groups of devotees and saints will begin indefinite hunger strikes. If any participant sacrifices his life, another will immediately continue the fast.

Organizational Concept

The campaign symbolically considers divine figures as its guiding body-

  • Cow (Gomata) as chief patron
  • Nandi Baba as president
  • Blessings invoked from all deities of Indian tradition

Participants include saints, spiritual leaders, cow protectors, caretakers, herders, and all citizens who revere cow.

Key demands and proposals

1. Cow-based products and research-

  • Establish research centres in agricultural universities for cow dung and urine-based products
  • Promote organic, cow-based farming
  • Mandate use of cow-based disinfectants ("Gonyle")
  • Provide Panchagavya medicines in Ayurvedic hospitals
  • Reserve counters in malls for cow-based products

2. Cow shelters:

  • Establish at least one cow sanctuary in every state
  • Create "Nandishalas" in every Gram Panchayat
  • Link cow shelters with MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) employment schemes
  • Mandatory for large temples under government control receiving large amounts of donations, to manage cow shelters

3. Legal measures:

  • Strict punishment, including life imprisonment, for cow slaughter and cattle smuggling
  • Allocate CSR (Corporate Social Responsibility) funds for cow welfare
  • Ban single-use plastic bags

4. Cow hospitals and education:

  • Establish Panchagavya-based hospitals at district level
  • Include education on indigenous cows in schools and colleges
  • Implement measures to prevent highway accidents involving cows
  • Set up mobile cow ambulances every 50 km and hospitals every 150-200 km

Volunteer structure

  • Each district: 3 saints + 3 dedicated volunteers
  • They will recruit at least 3 saints and 3 devotees per taluka
  • One saint and one devotee will lead each taluka
