Bengaluru Smart Infrastructure Ltd (BSMILE), which floated the tender on 24 August, has fixed an outer limit of 11,863 days, or a little over 32 and a half years, for toll collection counted from the date the contract is awarded, Indian Expressreported.

The structure carries an estimated price tag of Rs 3,536 crore. Its alignment starts at Mathikere Cross in Yeshwanthpur and passes IISc, Mekhri Circle, Jayamahal, St John's Church Road and Ulsoor Lake before ending near KR Puram through Old Madras Road.

BSMILE said the corridor will come up on a Build-Own-Operate-Transfer basis and must be finished in 30 months.

A BSMILE officer clarified that the 32-year figure is a cap rather than a guaranteed toll term, and that no bidder can ask for a recovery window stretching beyond it.

Instead of the government prescribing a concession period, BSMILE has turned that period into the central bidding parameter.

Companies will have to state the number of days they need to recoup their investment and returns, and any bid exceeding 11,863 days will be thrown out. Even if the period is later revised under the Concession Agreement, the ceiling holds.

The four-lane elevated deck will measure 19.61 metres across, with design speeds between 60 and 80 kmph. A split flyover is planned at MEI Junction, along with 10 upward and 10 downward ramps, and the route accounts for more than a dozen major junctions including RT Nagar Main Road, Ulsoor Lake, Indiranagar and Varthur Road.

The Detailed Project Report notes that although the metro links Yeshwanthpur and Indiranagar, it loops through Majestic and the central business district, adding to journey times.

Civil work alone is estimated at Rs 2,710 crore, with the superstructure taking over 62 per cent of that.
