The University of Liverpool has received a Letter of Approval to establish its campus in Bengaluru, marking a significant step forward in India-UK educational collaboration.
External Affairs Minister S Jaishankar, UK Foreign Secretary Yvette Cooper and Union Education Minister Dharmendra Pradhan witnessed the formal handover of the approval during the first ministerial review of the India-UK Vision 2035 in New Delhi yesterday (4 June).
The Russell Group university received its initial Letter of Intent (LoI) from the University Grants Commission (UGC) in May 2025.
Following a thorough assessment to ensure compliance with Indian regulations, the institution has now been granted the Letter of Approval to officially commence operations.
The campus, located at Alembic City in Bengaluru, is scheduled to welcome its first cohort of students in August 2026, with courses beginning in September.
Union Education Minister Dharmendra Pradhan hailed the initiative as a significant milestone in implementing the National Education Policy 2020 and India's journey towards becoming a global hub for learning, innovation and research.
He noted that the presence of leading international universities will expand opportunities for Indian youth and strengthen long-term institutional collaboration.
The campus will initially offer programmes in business management, accounting and finance, computer science, biomedical sciences and game design, with plans to accommodate 10,000 students within a decade.
The development aligns with the UGC's 2023 regulations that enable top-ranked foreign universities to establish fully independent campuses in India.
External Affairs Minister Jaishankar highlighted that universities from the UK coming to India represent significant progress under the India-UK Vision 2035 framework, which also includes initiatives such as the technology security partnership, defence industrial roadmap and climate technology funds.
The University of Liverpool already maintains research partnerships with institutions including the National Institute of Mental Health and Neurosciences in Bengaluru, providing a foundation for the campus launch.
