Trinamul Congress MP Mamata Bala Thakur and former MP Mausam Noor have been accused of 'contempt of parliament' for protesting against the VB-G-Ram-G bill in the Rajya Sabha.

The TMC’s Rajya Sabha member Mamata Bala Thakur and former MP, now Congress leader Mausam Noor, face allegations of ‘violating privileges’ and ‘contempt of Parliament’, which have been submitted to the Rajya Sabha Secretariat. Mausam Noor and Mamata Bala Thakur have been accused of contempt of Parliament for protesting against the VB-G-Ram-G Bill in the Rajya Sabha.

On Friday, the Secretariat announced that the allegations against the two individuals are under investigation. During the discussion regarding the VB-G-Ram-G Bill, BJP MP Lakshmikant Bajpayee has raised concerns about the behaviour of these two individuals.

According to sources from the Parliament, members of the saffron camp have raised complaints that during the Winter Session held on 18-19 December, discussions were taking place regarding the “Viksit Bharat-Guarantee for Rozgar and Aajeevika Mission (Gramin) Bill, 2025.” During this time, Mamata Bala Thakur and Mousam Noor obstructed the proceedings of the Upper House of Parliament. Furthermore, they reportedly used unparliamentary language too. They descended into the well of the House and shouted, even reaching the table of the Speaker and the Chairman of the Rajya Sabha.

The bulletin from the Rajya Sabha Secretary’s office has indicated that this matter has been referred to the Chairman of the Rajya Sabha, under Rule 203 of the Rules of Procedure and Conduct of Business in the Council of States (Rajya Sabha), and he has been requested to verify and investigate the allegations and present a report.

From the very outset, the Opposition has been opposing this Bill. On 18 December, amidst intense protests from the Opposition in the Lok Sabha and a strong attack on Congress, the ‘Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025’ Bill was passed through a voice vote. The Opposition claims that while this Bill increases the number of working days for labourers, it will not fulfil the objectives of ‘Mahatma Gandhi NREGA’.

Subsequently, in protest against this Bill, the Trinamul Congress members of the Rajya Sabha, including Derek O’Brien, Dola Sen, and Sagarika Ghosh, staged an overnight sit-in demonstration on the stairs of the ‘Samvidhan Sadan’, which was earlier the Parliament of India in Delhi, amidst biting cold. The Trinamul camp, along with opposition parties, expressed strong dissent against the central government. From this protest, the Trinamul MPs raised the issue of outstanding payments for one hundred days of work in Bengal. They alleged that the Modi government is deliberately attempting to undermine the rural employment scheme by erasing the name of Mahatma Gandhi. The Congress and Trinamul Congress created a significant uproar surrounding this Bill.

It is noteworthy that on 3 January, Mousam Noor officially joined the Congress after leaving the TMC. Subsequently, on 5 January, she also resigned from her position as a Rajya Sabha MP for the Trinamul.
