Mumbai, April 8: The Maharashtra government, along with the Mumbai Metropolitan Region Development Authority (MMRDA), has signed a historic memorandum of understanding (MoU) with Vingroup, Vietnam's largest private conglomerate.
This agreement is expected to bring an investment of $6.5 billion (approximately ₹55,000 crore) into electric vehicle (EV) mobility, integrated urban townships, renewable energy, and social infrastructure in Maharashtra. The MoU is seen as a significant step towards accelerating the Mumbai 3.0 project and sustainable urban development.
Key areas of the agreement include the development of an integrated township spanning nearly 1,000 hectares, a target of 60,000 electric vehicles in Maharashtra, world-class entertainment parks, tourism development, education, health, and smart urban services.
Maharashtra Chief Minister Devendra Fadnavis stated, "This MoU marks a historic moment for Maharashtra’s development. Vingroup’s substantial investment will strengthen our urban infrastructure, promote sustainable mobility, and create large-scale employment opportunities. Maharashtra is fully committed to creating a business-friendly environment."
MMRDA’s Metropolitan Commissioner, Dr. Sanjay Mukherjee, noted that this partnership aligns with the vision of making the Mumbai Metropolitan area a world-class economic powerhouse. He mentioned that the MMRDA region already contributes over 6% to the national GDP, and such initiatives will further enhance this contribution.
Pham Sanh Chau, Vingroup’s CEO for Asia, expressed, "Maharashtra is one of the most dynamic development regions in Asia. We bring our expertise in electric mobility, integrated urban development, and sustainable ecosystems. We are eager to establish a long-term partnership in Maharashtra."
This agreement represents the largest example of state-level investment cooperation between Vietnam and India to date. It aims to position Maharashtra as a leader in EV transition and green infrastructure. A joint task force will be formed to implement the agreement, conduct project-level studies, and facilitate a single-window approval system by the Maharashtra government.
Vingroup is known for its brands such as VinFast (EVs), VinHomes (real estate), and VinEnergy (renewable energy) and is globally recognized for its integrated development model.
This MoU is a significant achievement in making Maharashtra a global hub for sustainable urbanization and innovation. Both parties have expressed their intention to advance this partnership through future project-specific agreements.
