The committee said Surekha had violated the party's rules for the third time and warned that ignoring the issue could cause serious damage to the Congress. It also recommended action against Chinna Reddy for remarks that, according to the panel, brought disrepute to the party.

The report was submitted to Telangana Pradesh Congress Committee (TPCC) president B Mahesh Kumar Goud on Tuesday by DAC chairman Mallu Ravi and vice-chairman A Shyam Mohan.

The recommendations are understood to include removing Surekha from the state cabinet and Chinna Reddy from his post as vice-chairman of the State Planning Board. The final decision rests with the Congress high command.

Panel cites repeated complaints against Surekha

The committee, which examined complaints against the two leaders, is understood to have concluded that Surekha's conduct was inconsistent with party rules.

According to the report, complaints had been made against her twice earlier and the committee had conducted inquiries and advised her to exercise restraint. The latest episode was viewed as a repeat of the same conduct.

The committee also considered allegations concerning Sumanth, who had worked as an Officer on Special Duty (OSD) to Surekha. These included allegations of threatening businessmen and collecting money, registration of cases and alleged encroachment activities. The committee is understood to have said such controversies had created difficulties for the government.

In Surekha's case, the committee also examined comments made by her daughter K Sushmitha against Chief Minister A Revanth Reddy and the Parakala MLA. The committee had issued a notice to Surekha seeking an explanation, and considered her written reply before preparing its report.

The panel also examined videos of remarks made by Congress MLAs after Surekha complained that they had spoken against her.

The committee said Chinna Reddy had earlier served as its chairman and that his recent remarks against the party could not be condoned.

It noted that although he was not given a ticket in the Assembly elections, the party had appointed him vice-chairman of the State Planning Board with cabinet rank. The committee is understood to have concluded that his subsequent remarks damaged the image of the government and amounted to a serious violation of party discipline.

Speaking to the media at Gandhi Bhavan, Mallu Ravi said the committee had conducted an inquiry and submitted a comprehensive report to the TPCC.

"We have conducted an inquiry into Konda Surekha and Chinna Reddy and submitted a comprehensive report to the TPCC. No one should do anything that damages the dignity of the Congress. We have recommended strict disciplinary action against those who damage the party by failing to go into elections with dignity," Ravi said.

He said the report would be forwarded from the TPCC to AICC in-charge Meenakshi Natarajan and subsequently to Congress president Mallikarjun Kharge. The party high command would examine the report and take a decision.

"We do not know when the decision will be announced. If the Congress is to get votes in the next elections, its leaders must work with discipline. There is a need to send a strong message to the party cadre that strict action will be taken for violations of discipline," Ravi said.

He said the committee had considered all relevant issues while preparing the report.

Ravi also said the committee would conduct inquiries only into complaints received and matters for which notices had been issued. He cited the suspension of Jakkidi Prabhakar Reddy following complaints and said a notice had also been issued to Kandi Srinivas Reddy in Adilabad.

Ravi said the Congress was committed to social justice and accused the previous Bharat Rashtra Samithi (BRS) government of failing to provide adequate representation to women.

"Congress is the only party that gives due representation to Scheduled Castes, Scheduled Tribes, Backward Classes and minorities in the party and the government. This is not like the BRS. If the BRS governed for five years without giving even one woman a ministerial post, can that be called a people's government?" he said.

Ravi said the Congress government had also passed a unanimous resolution in the Assembly seeking 42% reservation for Backward Classes and sent it to the Centre.

"Our state party president is from the Backward Classes, the deputy chief minister is from the Scheduled Castes and the chief minister is from the Other Castes. This is how Congress is implementing social justice," he said.
