According to the Commission, there were major flaws in cost estimates, administrative approvals, and Central Water Commission (CWC) permissions.

The report also questions the very foundation of the decision to build a barrage at Medigadda.

The Commission strongly criticised the contract system followed in the project. It noted that estimates were approved without properly reviewing the Detailed Project Report (DPR), and irregularities were found in how contracts were awarded and estimates were inflated.

Justice P.C. Ghosh stated that the rules for revising estimates were relaxed to benefit contractors, causing significant loss to the public treasury. The report also found flaws in the designs and drawings of the dams and labelled the certificate issued for Medigadda as illegal.

The findings put the spotlight on former CM KCR and then Irrigation Minister Harish Rao. Many now wonder whether the current government will seek legal action against them.

KCR had previously ordered the arrest of Revanth Reddy in the Cash-for-Vote scandal, and political observers believe Revanth, now CM, may not hesitate to return the favour.

Meanwhile, Harish Rao has approached the High Court seeking to stall any action based on the Commission's findings. The court is expected to hear the plea tomorrow.

Interestingly, despite the report being tabled in the Assembly, KCR did not attend the session, further fuelling political speculation.
