A delegation of the Manipur Pradesh Congress Committee (MPCC) led by President and former Chief Minister Okram Ibobi Singh on Wednesday submitted a memorandum to Governor Ajay Kumar Bhalla at Raj Bhavan, raising concerns over recent incidents of violence and calling for urgent measures to restore peace and normalcy in the state.
The memorandum highlighted the killing of two kids at Tronglaobi on April 7, 2026, terming it inhumane and demanding a time-bound investigation to bring those responsible to justice.
The MPCC also urged the government to constitute an Inquiry Commission under the Commission of Inquiry Act, 1952 to probe a firing incident on the same day in Tronglaobi, Bishnupur district, which resulted in the death of three individuals.
The delegation further pointed to ongoing tensions in Ukhrul and Kamjong districts, where clashes between two communities since February 8, 2026, have led to the deaths of two persons and the closure of a key highway.
It also noted the killing of a BSF jawan on duty on April 10. The Congress leaders expressed concern over the lack of visible government action and called for immediate steps to restore peace and reopen National Highway 202.
In its memorandum, the MPCC demanded strict action against armed groups and individuals involved in violence, along with measures to restore citizens' fundamental rights, including safe access to homes, highways, healthcare, and educational institutions.

The party also pressed for the findings of the Inquiry Commission set up by the Government of India on June 4, 2023 to be made public without delay.
It also called for fair compensation for victims of the violence that began on May 3, 2023, and the introduction of an economic package to address its long-termed impact.
Additionally, the MPCC urged the government to immediately initiate measures to facilitate dialogues amongst legal stakeholders to bring normalcy in the state.
They also urged the government to defer census and delimitation exercises must be deferred until normalcy is restored, and establish a Foreigners Tribunal in Manipur to address the issues of foreign infiltration and illegal immigration in the state.
