Manipur: COCOMI condemns Saiton Nganukon bomb attack, demands probe

Manipur: The Coordinating Committee on Manipur Integrity (COCOMI) on Monday condemned the pre-dawn bomb attack on a civilian residence at Saiton Nganukon in Manipur, describing it as a targeted act of terror that left several villagers seriously injured.

In a statement, COCOMI said the assault on an unarmed household amounted to a grave violation of fundamental rights, constitutional guarantees and the rule of law. It alleged that the strike, carried out under the cover of darkness, reflected a recurring pattern of impunity enjoyed by armed narco-terrorist groups operating in the region.

The organisation expressed serious concern over what it termed repeated failures of the state administration and security forces to prevent such attacks, respond swiftly or ensure credible investigations and accountability. Despite prolonged militarisation and assurances of restoring control, armed groups continue to target civilians with little visible consequence, it said, raising questions about institutional lapses and possible negligence or wilful inaction.

Holding the administration and security apparatus responsible, COCOMI said the continued inability or unwillingness to identify, apprehend and prosecute perpetrators has normalised terror violence against civilians.

The committee also flagged the absence of official information on the December 16, 2025 terror attack at Torbung, noting that no status report had been made public weeks later. As of January 5, 2026, authorities have not disclosed the groups involved, progress of investigations, arrests, or outcomes of security operations in the area, it added.

According to COCOMI, the lack of transparency has eroded public trust and reinforced perceptions that attacks on civilians are being selectively ignored or tolerated. It warned that official inertia and opacity have emboldened perpetrators and weakened governance and the rule of law.

COCOMI demanded an immediate, transparent and time-bound probe into the Saiton Nganukon attack, public disclosure of findings, and accountability for both perpetrators and officials whose acts of commission or omission enabled the violence. It also sought a detailed status report on the Torbung incident, decisive action against armed groups, and clear, enforceable assurances of civilian safety in conflict-affected areas.

"The people of Manipur cannot be expected to live under constant fear while the state remains a mute spectator," the organisation said, asserting that failure to protect civilians constitutes a breach of constitutional, legal and moral responsibility. COCOMI reiterated solidarity with the victims and their families.
